Actual Cost vs. Permit Valuation — What’s the difference?

Actual/Reported Cost reflects the real investment to build: labor, materials, finishes, trades, project management, and compliance. It’s the truest picture of what a completed project required.

Permit Valuation is the number declared on a building permit application. It’s often conservative and usually lower than the real cost because it may exclude design choices, premium finishes, site work, and other project-specific factors.
